                     There was an energetic young boy from the fourth category of the existing cast system in India. He joined as a clerk in the central government office in the city. He was influenced by the social activist leaders of the nation. He was dead against the differential conduct with the employees by the administration in the office. He was of the opinion that all employees should be treated equally by the administration as the constitution already empowered equal rights to all of them. But It was not observed by him. He didn’t take it with a pinch of salt. He gathered all such victims from his caste as well as from other communities as a journey of thousand miles begins with a single step. He was the leader of them. Looking at his impartial conduct and justice, many employees were in his court against pro-administration injustice. So there were two groups in the office among the employees. He was the leader of an anti-administration group. He was elected as secretary of the employee union as per the government provision of an employee union. It was mandatory for the administration to allow him to take problems of employees and basic facilities in the office at headquarters and its sub-office in the region.


            Few employees and officers were dead against him at the regional level as well as headquarters level. They all would hate him due to the privilege of the upper caste. Their protest gradually increased against him. Whenever a good administrator would remain in charge, the activities of pro-administration would remain in silent mode. When the boss would be anti-union minded then their activities exceed the limit. Administration atrocities with his support would be enhanced.


           This pro-administration wing would play dirty games against their colleagues. They also formed the association at the regional level as well as headquarters level. The formed association was supported by the administration. Bifurcation of the union had weakened the barging power of the union. He would devote much of his time for benefit of the staff by the expenditure of his valuable time as a union leader. Generally, the common man would be self-centred by nature. When they were in trouble, they would approach the aid of the union. Otherwise, they would be either neutral or pro-administration. He dedicated his services to staff resulting in conflict in his family as he couldn’t spare time for his family. He couldn’t spare more time for his family due to his office work and union activities. The clashes between his wife and him increased manyfold. Their family dispute resulted in isolation in the end. His wife left him and searched job for herself for self-reliance. His power as union leader had weakened due to a split in the union.           The administration used this opportunity to harass him. When he was encircled from all corners with so many problems at a crossroads, he decided to cooperate with the administration. This was a great achievement of the administration. As soon as he accepted the administration's views, the pro-administration group played conspiracy against him. Some of his colleagues made their individual as well as collective efforts for smoothing the relationship between him and her wife. Neither he was in favour of her job nor ready to leave union activities. But she didn’t want to leave the job as a bird in the hand is worth two in the bush. They couldn’t get united even after a long time had been elapsed. He didn’t bother about family as there was no use crying over split milk.

              

     There was a phase in the department for recruitment of new staff through the employment office. A list of eligible candidates was provided by the employment office to the concerned office. Few posts of group “D” were filled up in the department, in which favour was done by the administration purposely for his nephew. No sooner did his nephew join in the office than there was a stigma on him in this matter. There was also mass recruitment of technical cadre in the department through the staff selection commission. The list of the selected candidate was provided to the office for their recruitment. The regional authority began the process for their posting in the region as per the norms of the government. Unfortunately, he was the dealing assistant in the process. All documents of the concerned candidates should be verified by the officer and then an order should be issued accordingly after the completion of laid down practice or procedure.

          

There was a candidate who was selected in the process, but he hadn’t had the caste certificate at the time of verification. Some office people of his region convinced him to prepare the fraud caste certificate as it was possible in their region. if he brought the caste certificate, he would be posted in the same area. He agreed for which they received some bribe from him. He went back at the drop of hat. The office had given him some period for it. No sooner had he got the certificate than he produced it by hand to the office. The dealing clerk might have forgotten that haste makes waste. Without taking the signature of the concerned officer in good faith, he had put up the file for issuing the posting order to him in good faith on oral instructions of the concerned officer. But the officer was a wolf in the sheep’s clothing. He should have put up that certificate for the verification process to the officer firstly on file. When the officer would have verified the caste certificate, then he would have put up a file for his posting. He committed the blunder in issuing posting order to him violating the office procedure.

               

After a few years, somebody from his area intentionally made a written complaint that concerned employees had submitted the false caste certificate. An inquiry cell was set up against him on the received complaint. That fellow resigned from the job to avoid further complications by leaps and bounds. When the cell submitted its report to administration. It was found that the concerned clerk had not taken the signature of the officer before putting the direct file for issuing the posting order, ignoring official procedure. The concerned Officer was also retired from the job. When he was called to submit his explanation on the issue, he submitted his written explanation that he had not signed the file regarding the received certificate. Neither he had seen the certificate nor it was verified. The dealing clerk cum union leader was found guilty and the administration framed charges and issued a charge sheet against him. He couldn’t disprove the allegations against him for the blunder committed by him in good faith. He was removed from service. As soon as he was removed from his job, he was cold feet as the job was only his cash cow.

            

 It was a great setback for him. Some colleagues provided him with some money. He started his shop in his house. Anyhow he was managing the expenditure of his family. His case was fought by a national-level union leader with the head of the department. He fought with him for more than two years. His effort brought some ray of hope for him. Department agreed to re-instate him with some conditions. He would not be paid a salary for the absence period. As punishment, his three consecutive increments would be seized from the new date of re-joining. He should keep himself away from all union activities. There was no solution left with him as beggars can’t be choosers. No sooner did he accept the imposed conditions than he rejoined the office. He couldn’t make hay when the sun was shining. He was retired from service after a few years of losing heavy financial loss and humiliation for his services as a union leader to the staff. His wife also supported him during his worst condition as stitch in time saves nine. The whole family was now united. His kids were in a good job. They would either ask their parent to come to their places of posting or all of them went to their native place for the celebration of the marriage anniversary of their parent. All well that ends well.
