It is as the old proverb enlightens, to dupe the people around you, first you must trick your own friends and allies,

and thus, Lucas concluded that to hide his real identity from his colleagues, he must fool his brain to sham himself like real Savant Shin,

Now that he has convinced himself, he begun to read the documents and reports, he was very careful while handling the documents because the parchments were of very low quality, he was afraid that handling them in a rough manner may result in significant damage, in fact, he was regretting that there was no plant-based paper.

The civilisation on Ishkvak is not advance, they are going through the era where people still use animal hides, pillars, metal plates or stone for inscriptions,

He contemplated for some time thinking if only he could produce paper himself, it might actually become new merchandise for Viyeshak to elevate the economic growth of Viyeshak. He just needed a reliable supply of starch and wood to create a paper-mill.

Unlike parchments, the paper is not robust or sturdy but its flexibility and low cost make it much more reliable than parchments, and hence this creature pretending as 'Shin' has decided to absolutely include the paper mill industry in the list of policies that will be followed for next five year.

The five-year plan was not something new for Shin, he was familiar with the term that was coined by the Soviet Union from the realm of earth. It was quite effective to lead the country towards the path of development and industrialisation.

Although he could understand the language of his colleagues, but when it comes to writing, he was dumbfounded after realising that the language and script are completely different from earth.

But now is not the time to be amused, he must pretend like real savant Shin and perform his duty without raising any suspicion

He then again decided to summoned his consciousness to fetch the scripting knowledge and writing skill from the memories of real savant Shin. The procedure of the information transfer operation commenced again and triggered a slight throbbing pain in his head, but that just lasted for a few seconds, and now he became familiar with the writing script of this world.

And after all these preparations, he was ready to dig those documents that were piled on his desk.

There were many reports from other three councils for example -to approve their requests for creating new military barracks and constabulary office, to make a wall surrounding citadel savoir for defence against wild beasts and bandits, to establish a garrison near mountain pass for the protection of peddlers, to employ new recruits and conscription etc

Of all the matters in his hands, the request from the military council caught his attention

Shin was actually pretty astonished by the enthusiasm of the military council.

By the information he gained from the memories of Shin, it was indicated that the military consist of only 136 personals in total, of 110 were regular troops while 26 were members of the constabulary force, he couldn't comprehend that how will military organise a garrison outside of the city with this low numbers,

Shin was perplexed by this "unnecessary" and "inefficient "demand made by the military council, he furrowed his brow and thought for a moment, keeping a garrison will actually require at least 40-50 soldiers,

In that case, the city will only have around 60-70 troops, their number is already quite low to defend the city against roaming bandits and horde of beasts, they cannot risk sending this much number of soldiers to camp outside. Is it possible that the head of the military council is confident that he will manage both city defence and garrison at the same time? Or is it that he is convinced that the city will not be attacked?

If the head of the military council is thinking about guarding peddlers and refugees, then his demand seems reasonable, because the peddlers are the ones who directly contribute to the economy of Viyeshak, on the other hand, leaving the city with weak defence is even more fatal.

Shin tried to put every reasoning that he could imagine, he finally concluded that the military lack the count of active personnel and they are not powerful enough to hold garrison Beyond the visible range from city, at least not for now.

Keeping a garrison far from the reachable area will burden the logistic supply of the troops,

instead, he proposed a suggestion for creating a chain of guard post towers along the way. Some 8-10 posts, equipped with crossbows will be enough to survey the whole path from height and it will cover the road area under surveillance from the guard, this way only 20 people will be able to secure the road from mountain passes to the entrance of Viyeshak grasslands.

the guard assigned by the military will keep patrolling while riding on a horse, they can work in shifts and it will be more efficient to procure required logistics on the patrolling route and pass it to the next personnel.

"I think this is the right way to efficiently secure the travelling route as well as keeping city defence in vigilant order"

Rios has heard all the self-talk of savant Shin, he was white used to it, it was not something new for him, savant Shin is famous for his self-talk with himself, he does it whenever he is trying to solve any problems or while reading reports and making comments. So, Rios just continued to do his own work without any chit-chat

Shin was also not bothered by the presence of Rios who was working at his own desk just a few metres away from him, from the memories of savant Shin, he knew that the original owner of this body used to self-talk a lot and every colleague of him were used to it including Rios. In fact, he actually deliberately did the act in order to imitate the real savant Shin.

He carefully wrote down all his plan in a detailed report and sent it back to the military Council for review.

The next issue was regarding the barracks, which Shin approved immediately, there is ongoing recruitment for more city guards so the demand for barracks is reasonable.

The third report was from the council of commerce and economy, it was only a general report regarding the treasury's expenditure and reserve funds, this report actually made Shin to smile, he was amazed by the increase in gold gillards and number of vaults filled with gold, Viyeshak might be weak by the standard of military power but by no means it can be considered weak when it comes to the economic power, he was surprised that waterwheel makes for approximately half of the total profit they gain this month, indeed, the water-wheels are truly the cash cow for Viyeshak.

who doesn't love money? Shin was also no exception; he was grinning the whole time while reading the report of economic growth

"May this humble adherent of yours, allowed, is he? To be the apprehender of the motives that coerce ye to simper? My esteemed savant, the faint titter of yours proffers the essence of auspiciousness"

"…."

Shin was surprised by the words of Rios, what was it? What kind of way is this to speak? And what does it actually mean?

His information transfer operation proceeds once again and he was shocked when he realized that this is just an over exaggerated way to simply ask "why you are smiling"

<Why waste so many words, can’t he just ask me directly?> is what Shin thought but then he found that it actually sounds quite fancy and scholar, just what you can expect from a fantasy world, and then thought if he should reply like how Rios spoke

"Hear my expergefactor,

It is indeed auspicious dear adherent, affirmed reports we have, by the parchments from the council of economy and commerce, ye must know, we have plenty of capital to spend, blessed, aren't we? To have the vaults filled with gold gillards?

And now we shall focus on the construction of the walls of the citadel savoir and must the pavements of the streets be laid promptly.

The purchase of the waterwheel is better than we thought it would be, as long as the sells stay stable, then blessed we will be and the treasury will not be short on gold gillards."

Rios was startled, he didn't expect for savant to reply in court language. Generally, savant Shin speaks very frankly and without any exaggerated words, he pondered if savant is trying to learn the court way of speaking, if he is actually trying to learn then he will continue this play and help him,

Rios was a revenue bailiff in the Elenore empire's capital palace, he was the officer assigned in the empire to overseer on Viyeshak, he was also one of those fugitives who fled towards Viyeshak after the emperor died in battle and the capital collapsed, even if he doesn't work in the palace anymore, he just can't get rid of his polite and formal way of speaking.

Little did he knew that he has already convinced this creature pretending as Shin to Assume that this is the expected language of this world

Although he was impressed with the conversation, but he couldn't help but worry about the response from the masonry guild's response, they continued their discussion in "fancy court" language,

Shin was quite angry and annoyed by the response from the masonry guild, he decided to end their monopoly and make them regret for messing up with him.

After a few exchanges of words, Rios was perplexed by Shin's response

"If it is only about the mortar and tools of masonry, I will try to think something, let us make Our own mortar and lay the foundation of the industry so that we might be independent of the guild, "

<Huh? Does savant Shin actually know about the alchemy of mortar? how does he know? Isn't the formula for creating mortar is the top secret of the masonry guild? > Rios had his doubts regarding Shin's plan, but he also knew that the savant is extremely confident that he can make mortar.

"Be Afeared not Rios, this savant is sincere towards the progress of Viyeshak, and do possess a plan, let the Union council be known that we require lots of lime and fine clay. The tuffs too, if possible.

Blessed are to have many hot springs on the great mountain range of Khrmeskh, move to the northern side of the narrow slope and look for tuffs"

<This is.... Shocking, he already knows the ingredients for mortar? But what is tuff? Even if I know about lime and fine clay, but I do not about tuff> Rios was hesitant to ask the details.

He then remembered that a fool who ask questions is way better than a fool who doesn't ask.

He swallowed his pride of scholar and asked in a meek tone, he just asked in a single word

"tuff?"

But it was enough for Shin to realize that he doesn't know about tuff, he didn't think too much and frankly told him all the details

"Hmm, let me write it down for you, ye must look for a rock, identify it, light in weight and surface filled with cavities and pores., the receptions of the union council must be informed, they need to expedite for the expedition, this savant is affirmed, it will be identifiable easily near the hot springs"

This is also one of the reasons why Rios respected savant Shin, not only Shin didn't mind his lack of knowledge, he even wrote down all the details for reference.

He was still not sure about how they will make mortar and he asked immediately

"Will we.... Use the mentioned resources to produce mortar?

This time he noticed that the savant was perplexed like he realized something, Rios thought if it was because of his questions, did he pry too much? He was beginning to regret doubting the words of savant but it was too late, but to his surprised, Shin actually revelled his plan.

"Indeed, we will, and I require the assistance of yours, we have a new watermill that is slightly larger than the normal ones. Though Not active yet, but we will use the mill to grind the stones into the fine particle, I will visit the banks of Redquartz River and the mill will be proctored for the errors by me, and there I will counsel with Mr Cornell to prepare a very large kiln as soon as possible"

Rios was relieved after hearing the details, he now knew that Shin is determined to make mortar, and he is very eager to assist him, Rios is not immature when it comes to farfetched visionary ideas, he knew that the three will be a massive impact of mortar that savant Shin will create, not only he is going to challenge the monopoly of masonry guild in the civil market, he is also going to get rid of our dependence on masons.

He quickly took all the reports that were ordered by Shin and left to deliver them to their respective assigned councils, at the same time, Lucas who was possessing as Shin decided to meet this Mr Cornell so that they could arrange a kiln for mortar.
