Narcoleptic Savant and Council

//continuation from pt-1, this is pt-2//

At hour past when the sun was at its peak, the warmth of spring has blessed the tundra landscape with boons of life and green blanket, the bees were feasting on nectar of flowers, A gentle warm breeze was roaming amidst the trees on the meadows, and the red quartz river was flowing with intermediate flow. It is a perfect image worth comparing to any countryside tourist area similar to that of Tuscany.

Situated on the bank of Redquartz river, there stands the newly formed city known by the name of citadel savoir, which is the capital city of newly formed technocratic federation of viyeshak.

The city is newly built and not very famous amongst big merchants, but the incoming flow of paddlers is quite noticeable.

In the mid of the city, there exists the university premise, which serves as both university and the abode of four ruling councils of Viyeshak.

On the northern gate of the university is the way to reach the council of planning, where savant Shin serve as grand head savant. 

It is quite funny that savant Shin is famous for his break time Narcolepsy, he the most wise and learned cerebral in viyeshak yet whenever he sleeps on his desk, he looks so peaceful and unguarded that it couldn't be helped that he is comparable to a carefree sleeping cat taking nap on a wall. 

He doesn't eat much during break, in fact he use this time to sleep, some even hearsay that he receives divine oracles during his sleep.

It is because that whenever Shin wakes up, he writes down some strange unknown things on parchment pieces and always argue with himself like kids do when they study or like how adults do their imaginary debates in their mind with themselves.

Sometimes he is audible enough to be heard by his colleagues.

This is also one such routinely afternoon break and as always, savant shin is sleeping on his desk Amidst pile of parchments 

The break time was almost over and henceforth one of his colleague took Initiative to wake him, through he felt a little bit guilty because shin was peaceful, but it couldn't be helped that he need to wake up and continue his work. 

With a little bit of hesitance he called Shin 

"Savant shin……"

 He didn't get any positive response so he tried again 

"Pardon me Savant shin, but please, I kindly request you to wake up, our break time is over sir" 

This time he felt it worked, he could see that shin's head parted away from his desk and he slowly moved his spine straight posture, he slowly opened his eyes and blinked a few times, maybe to adjust his sight.

He saw a familiar face of young boy working under him as his junior. This young man was still feeling bad for waking shin so he considered if he can offer some tea.

"Savant shin, sorry to disturb your nap, but the break time is over, if you are still feeling Drowsy, then shall I prepare some tea for you? "

Shin was Still feeling little bit drowsy, shin thought he really wanted some tea to fully activate his brain, he answered with an exhausted low grunting voice 

"Ugh, thanks for your consideration, then I shall take up on your offer, I really need some tea to procure my brain, and sorry for the trouble "

One can say that in situations like this, most people decline this kind of help, but Shin just doesn't hold back, though he apologised for troubling him but took the offer.

"Oh no sir, do not humble yourself for me, and you don't have to apologise, it's my duty after all to assist you "

Said by Rios, a young junior savant who is around 18 years old, He is in usual work uniform ,a long trechcoat which is navy blue in colour and decorated with his name strip and emblems of his achievement, he is assistance assigned to Council of planning, He is currently working under Savant Shin, who is the head of the council of planning.

All the savants and their underlings must wear these uniforms to distinguish themselves. Each council has its own uniform code and Emblem which separate them from each other and helps to identify their associated councils. 

The "Savant" is a term used for the government Technocrats and Accomplished scholars of the technocratic Federation of Viyeshak.

The tittle of savant is "savant" is an honorary title and doesn't pass with lineage.

The government structure of Viyeshak is one of the most Unique, its totally different from the mediocre system like democracy, monarchy or imperialism

For instant geographically, this world is quite similar to earth and so are the vegetations and other species, except a few.

This world is known as Ishkvak, it has only 3 continent and 27 countries, the biggest continent is at the middle of Ishkvak known as Hadespesis and its home to the most number of countries at count 17, most of them are kingdoms and empires with monarchy and aristocracy as a ruling core, due to this, there are many countries who keep waging war for resource and power struggle and this whole continent always Witness long chain of death, plague and chaos everywhere, to put simply, Hadespesis is a heavily war ravaged continent.

The southern continent of Herwaka consists of 6 countries, which are peaceful republics, they have some minor disputes among them, but unlike like the violent ruling Monarchs of Hadespesis, they solve their dispute with diplomatic talks and trade. The continent of Herwaka is famous for their spices, cuisines and unique culture which is very different from the rest of the Ishkvak.

And the last one is the continent of Hadestisis, it has only four countries Including Viyeshak, the other remaining three countries on Hadestisis are Almetis, Amhor and Vielina.

The kingdom of Amhor, Almetis and Vielina covers a large area of Hadestisis compared to Viyeshak which is a tiny city state and is situated into further north of the Hadestisis near the great mountain range of Khrameshk and kind of isolated from the mainland due to very few mountain passes.

Viyeshak has a technocratic government with four Council as ruling factions,

 The first one is the council of planning, which propose and dictate the planning works and policies for Viyeshak.

The planning council also has direct say on the Matter of foreign relations and diplomacy and it can be said that council planning holds the highest authority on the matter of development of Viyeshak.

The second one is the council of economics and Commerce, which is responsible for Budget assignment, auditing, tax collection, trade Management and regulation of commercial import and exports, to put simply everything related to capitalist issue has to go through the council of economy and Commerce.

The third faction is the union council of technocrats, this is the most powerful faction in Viyeshak, it's different from other factions in regards that every technocrats, even if they are working under another council, is by default considered as part of union council of the Technocrats. 

Also the term "union" is only used for the council of technocrats which implies that it's the union of various departments related with different field of science and each department has its own chief or grand savant. 

Some of the most influential departments under the union council of technocrats are the department of metallurgy, Department of medical research, department of alchemy etc. 

With the discovery of each new field of research, the union assigns a Separate department for further research and hence its ever growing faction.

The fourth faction is the Viyeshak's military, sometimes also known as the techno troopers by other by foreigners, merchants and the people of Viyeshak, contrary to the other ruling faction where only accomplished technocrats with the honorary title of savant are eligible for the post, the military on contrary to other councils has it's main focus on man power.

Thus they accept all kind of candidates regardless of their background and achievements, as long as they are recognised as citizen of Viyeshak and has no serious criminal record, then they are eligible to join military, anyone can join military through regular recruitment and training, 

The military's area of strategic importance, such as barracks, arsenal, and the military academy is under direct influence of Viyeshak's military,

There is also a constabulary which is a joint peacekeeping force in operation established by military and council of planning.

If we compare the current advancement of this world, then it's comparable to the time period around the earth's classic era to pre medieval era, but that is not same for all countries.

 

It is very Evident that newly established Viyeshak is a scholarly country which heavily emphasis on the advancement of knowledge and science. 

In the dark age of this world where there is chaos and fear of god's hell everywhere in the minds of peasants, 

Perhaps it's always the way human instinct works, the fear of something new, sometimes they feel Intimated, sometimes they feel curious with lots of emerging questions, and some remain unchanged. 

And perhaps this is why the formation of Viyeshak was such a dramatic incident in the history of Ishkvak.

The Viyeshak was established as hope to light the torch of knowledge to let the unknown to be known, so that people must fear not that is unknown.

So that perhaps, some day this world become better than the way it, for now, it seems like a dream too far from approachable hands but then, every drop counts. And maybe one day the people of this world may reach the domain of the sky
