He tips the scales playfully

Nuclear, biochemical, trade -
Which would work best?
For the second, he needs help,
So he summons his colleague;
Pestilence saunters in,
Sipping on fatigue.
The two make quite the pair,
Setting out to wreak havoc -
Apocalypse, Armageddon,
Pralay, and Ragnarok.
Millions cower before Death,
He takes those that must go.
Mankind is left to wonder -
Will the Fourth Horseman follow?
War sits in the Council Room,

If this is the end of the Kali Yug,
He must make way for a new birth.
